WSI Procurement Process
Worksystems, Inc. receives funding from public and private sources and complies with the procurement standards set forth in state, federal and Workforce Investment Act (WIA) policies. How WSI buys goods and services through a procurement process. The highlights of that process are as follows:
  • Interested parties are informed about funding opportunities through public notices posted in local newspapers and announcements distributed via email.
  • When procuring for goods and services, WSI may utilize a Request for Proposal (RFP) or Request for Bids (RFB).
  • Potential bidders may also be required to supply specific documentation demonstrating that they meet minimum threshold requirements to contract with WSI for a specific procurement, in which case a Request for Qualifications (RFQ) is used.
  • On occasion, a Bidder's Conference may be held. Specifics regarding a Bidder's Conference will be described in the Public Notice and will indicate whether attendance is mandatory or voluntary.
  • Detailed descriptions of the goods or services being sought, criteria, how to apply, timelines, etc. are described in the RFP or RFB.
  • WSI issues awards based upon evaluation of submissions and completion of a cost/price analysis.

Tips for Responding to a Procurement from WSI
  • First and foremost, respond to a procurement in exact accordance with the requirements outlined in the procurement notice. Provide all the information requested, in the order and format specified.   The first indication of your organization's professional qualification is the ability to follow directions.
  • Answer all of the questions in a manner that demonstrates ability rather than just talking about how you might do something. RFP's and RFQ's are looking for demonstration of ability to successfully perform the services being procured. Be sure to include specific references to the goals and objectives provided.
  • Provide clear descriptions and estimates for costs in your budget.  Make sure all costs are reasonable, necessary, allowable, and allocable in accordance with the funding source.
  • Compose your proposal in such a way that it puts the appropriate emphasis on the various criteria in relation to the weighted selection procedure. If the procurement states that the lowest price is most important, you must decide whether you can compete on that level.  If you cannot or do not wish to compete on price, you might illustrate how you will provide value-added experience, increased efficiency, or improved services.
  • Construct your response to the procurement in the most concise and comprehensive way so that the request is readable and save time during the selection process.
