Training Services

 

Purpose
The purpose of this policy is to establish the principles and guidelines for using WIA funding to provide training services through the One Stop Career Center system of Region 2.

Policy Training Services are an important component to the Region 2 Workforce Development System in that the services help increase the skill and knowledge base of the Region’s workforce. This policy will provide guidance as to how Training services may be provided throughout the system.

Services
Training Services in Region 2 may include:
- Occupational Skills Training, including training for nontraditional employment
- On-the Job Training (reference Region 2 Adult Workforce Policy #07-2003)
- Programs that combine workplace training with related instruction, which may include cooperative education programs.
- Training programs operated by the private sector.
- Skill upgrading and retraining.
- Entrepreneurial training.
- Job readiness training.
- Adult education and literacy activities provided in combination with any of the above outlined training services.

Eligibility
In order to qualify for training services, participants must meet the eligibility requirements for either WIA Adult or Dislocated Worker programs. The participant must have been enrolled and received some level of Intensive services which did not result in employment.

Individual Training Accounts
All training services paid with WIA Title 1B funding – with the exception of Customized Training or On-the-Job Training – will be
provided via an Individual Training Account (reference Region 2 Adult Workforce Policy #09-2003).

Customer Choice
Training programs may only be considered if they are included on the Eligible Training Provider List. Exceptions are outlined in Region 2 Adult Workforce Development Policy 01-2003. Training Services must lead to employment in a demand-occupation.
