Contract Performance Monitoring

 

Purpose
Worksystems, Inc. (WSI) staff monitors contracts under their responsibility in a variety of ways, as outlined within this policy. Performance against which the contract is monitored is that established during contract negotiations and clearly outlined within the contract and exhibits.

Policy
I. Monthly Performance Monitoring
- Performance information (I-Trac)
- Demographic information (I-Trac)
- Budget expenditures (billings)
II. Quarterly Performance Monitoring
- Quarterly Narrative Report (from contractor)
- Performance information (I-Trac)
- Demographic information (I-Trac)
- Budget expenditures (billings)
- Statement of Work

If performance or demographic elements are at or above contract performance goals
no action is required.

If performance or demographic elements are less than the contract performance
goals, formal Corrective Action Plan may be established:
__ Written explanation describing the issues contributing to the condition
__ Action steps taken and to be taken to correct the condition
__ Timelines for actions and improvement
__ Staff responsible for actions/deliverables
__ WSI management staff will review and approve the written plan

Under a Corrective Action Plan, monthly written progress reports will be submitted and a plan established to monitor progress. The WSI management staff and President will be notified of the contract status and proposed action. The contractor will remain under a formal Corrective Action Plan until all outstanding issues are resolved. At WSI’s discretion, the contract may be modified in any one or more of the following areas:
__ Contract amount
__ Budget line items
__ Performance plans
__ Statement of Work


If budget expenditures are according to plan, no action is required.
If budget expenditures are less or more than plan, then WSI may, at its discretion,
choose to modify the budget and/or write a formal Corrective Action Plan (see
above).

III. Annual Contract Performance Measure
__ If Compliance Review and/or contract Performance elements are less than the
contract goals or do not comply with the contract terms and conditions, at WSI’s
discretion:
__ Contractor may not be eligible for incentive funds
__ Contractor may not be eligible for carry out funds
__ The contract may not be renewed in the next program year.
__ The contract may be renewed in the next program year at a modified budget and
or performance level.
__ The contractor may not be eligible to qualify for the Request for Proposal/Qualification and subsequent procurement in the year following.
__ WSI management staff and the President will be notified of the contract status
and proposed action.
__ The Board may be notified of the contract status and proposed action.
