Matching funds may be in the form of cash toward the project or approved in-kind contributions (i.e., salary/benefits paid during training). Federal funds may not be used as match. If your company is a recipient of federal funds, please call us for technical assistance on how to structure your budget.
  • Layoff - These funds cannot be used to encourage the relocation or expansion of a company if it will result in a layoff. If a layoff occurs, the company must wait 120 days after the first Oregon employee begins work before using these funds. Please request technical advice if your company is involved in a layoff.
  • Wages - These funds cannot be used to pay employee wages or stipends while employees are in training.
  • Equipment - These funds cannot be used to purchase equipment.
  • Publicly funded - Publicly-funded entities are not eligible to apply for these funds. Non-profits and business are eligible to apply.
  • Direct costs - these funds can only reimburse direct costs
  • Contract employees - these funds can only be used to train workers who are employed by the company making the application
